Writing is a tough gig. Editing is a tougher business. Articles are submitted continuously. Editors work for free on Medium.
Some publications use more than one editor to insure the best feedback is given. Some publications don’t edit at all. They reject or accept without comment which I hate.
As a writer, I understand your point. As an editor, I don’t. But keep writing and submitting. I’ll say it again. Writing is a tough gig.
